What Tools Do I Need?
For the approach you are taking in Web page creation, all you need is a text editor to code HTML, a Web Browser to load and test the Web Pages you create, and a paint program to create and edit images for your Web pages.

Working With Text Editors
Using text editors. You can use a simple text editor such as Window's NotePad or Mac's SimpleText to create Web pages. A text editor is a program used to create and edit documents that contain only text with no special formatting. This is a perfect environment for creating HTML documents.

Working with word processors. A word processor is a program that allows more control over the structure of a document. A word processor has powerful editing tools such as a spell-check, grammar-check, and a thesaurus to help you edit your documents. Word processors allow you to save files in a variety of formats including text format which is the necessary format for saving HTML files.

Web Browsers
There are a number of Web Browsers used on the Web today. All Web browsers are capable of certain basic tasks such as locating Web pages and loading them into the Web browser's window. Web browsers were designed to display Web pages following the HTML standards and conventions. However, each browser application may display your Web pages differently depending on the browser and how it renders HTML standards. To ensure your Web page has maximum viewing capabilities, test your Web page on a variety of Web browsers before uploading it to the Web. You do not need an Internet connection to test your Web page. Web browsers have an open page feature in the File menu that allow authors to test their Web pages from a local disk.

The two most popular Web browsers used on the Web today are Netscape Navigator and Microsoft ® Internet Explorer. Both Internet Explorer and Netscape Navigator comply with the World Wide Web Consortium HTML Specifications 4.0 as well as including their own HTML extensions. These extensions mainly provide multimedia enhancements and may not be supported by other Web browsers.

Paint Programs
What is a Paint Program? Web design has transitioned from manipulating text-based HTML documents to integrating compelling images onto Web pages. As the Web becomes more commercial, image content has become more professional. But what if you're not an artist and not up to the challenge of creating your own professional quality graphics? Not to worry, there are programs that can help, these programs are called paint programs. Paint programs allow you to create and edit images easily.

There are an array of paint programs, some more complex than others. Common ones are Photoshop, fireworks, Paintshop Pro and many many others
